What else do you need than the installation guide and the source code? Wanna clone it? Nice try...

Clone it? Not a point. We have finished smart meter and gateway. Flukso is very interesting for us and we have 2 kind of idea. 1. Make our meter compatible to FLS and 2.add some functions to FLS that will be usefull who has use our smart meter. Shortly, our Greenmeter - smart meter has all the function that will require for smart meters and PLC communication to the gateway. Gateway is Openwrt based router with 3 phase PLC coupler. Wifi chipset is the same as Fluksometer. We will glad to work with Flukso.
our website www.iosa.mn but currently under contruction.

Well, the main idea behind flukso.net is, that it is the community service coming with the Fluksometer, an appliance that is sold in the first place to do the measuring and opening up the option to share those measurings; with the Fluksometer you actually buy the right to use the flukso.net website.
As I understand you also have an appliance or device, but seek to use or reuse an existing web infrastructure, correct?
I doubt, that the business model currently foresees this mode of operation... Alternative would of course be a reselling of the Fluksometer in Mongolia, like this is done for down under - this our dear master of ceremonies, icarus75, has to judge.

Thanks Gerbhardm for kind reply. We will not to attache our meter to flukso.net and idea was test web service locally. We stop to learn fls since our meter is not Flukso product, as you have mentioned.

Then I would recommend to go for MQTT as a protocol; this really eases consumption as well as provisioning of appliance data --> www.mqtt.org
