I have the following problem:
I have three phases, however, the main cable consists of 2 cables per phase are connected in parallel.
Can I attach a clamp with 2 cable of the same phase at the same time?
So clamp 1 of the 2 cables of first phase
Clamp 2 on the 2 cables of second phase and
Clamp 3 with 2 cable of the third Phase?

I don't see why you couldn't do that. The electrician presumably used to cables in parallel to get enough cross-section for the current requirement. If you put the clamp around both cables, it won't know the difference. To the clamp, it'll look just like a single cable.
